So, these 8 teams are called "queens", and they will definitely not play against each other in the group stage.
Step 3
At the second stage of the draw, in addition to the rating, the geographical principle is also taken into account. The organizers try to separate teams from one region into different groups. Therefore, at first, everyone is divided according to the ratings into groups, and then, depending on the "uterus", a drawing of lots from different glasses begins (balls with the names of the teams are preliminarily laid out in the glasses) in order to diversify the representation of countries in each group as much as possible.
